• The Klingon threat was escalating in the early part of the decade, though it ebbs and flows through this and the next decade.

• There are no resources for building starbases at the rate required to support operations on the faraway Klingon border.

• The Mann and Ranger class light cruisers form Starfleet’s main defense against the Klingons, ‘holding the fort’ until ships designed from the outset to oppose the warrior empire are fielded.

• Mid-decade: Starfleet finally has projects ongoing on all the types of warship it needs for halting a potential Klingon invasion.

• The Baton Rouge heavy cruisers and Detroyat and Saladin destroyers start replacing the Manns and Rangers in the contested Federation/Klingon space.

• Starfleet struggles to find a suitable replacement for the PB-21 nacelle for the Burke series frigates.
