This probably occurred not too much earlier (no more than a few hundred years at most).
  • 2221: On a patrol mission out of the planet's Fleet outpost, USS Nestor (Bloodhound corvette) witnesses a rendezvous between an Orion transport convoy and a Klingon destroyer, revealing the trade relations between the governments.[6]
Since the Chelarians have not yet joined the UFP, the Fleet outpost may have been something arranged as a joint effort, like with Deep Space Nine. Maybe this was a Deep Space outpost.
