Department of Personnel and Integration (UESN)
The 'Department of Personnel and Integration is responsible for turning the United Earth Stellar Navy’s transferred personnel into a single service. It manages assignments, rotations, qualifications, advancement, and personnel records while coordinating national representation, language support, welfare, and discipline. Its most sensitive task is staffing former national warships without either losing the expertise needed to operate them or allowing them to remain national vessels under a new flag. In 2069, this involves integrating crews by department and watch section, retaining experienced personnel in technical posts as replacements qualified, and ensuring that command, engineering, and weapons custody were shared across national lines.

Offices
- Assignment and Rotation Office
Assigns personnel to ships and shore establishments according to qualifications, operational needs, and treaty obligations. It coordinates transfers from national services into the UESN, plans reliefs for deployed crews, and manages rotations that gradually broaden each vessel’s multinational composition without stripping it of essential technical experience. The office tracks whether every commissioned ship meets the minimum two-nationality requirement and works with commanding officers to extend integration across departments and watch sections.
- Force Command and Control Section
- Translates the Commandant’s decisions into authenticated operational orders, assigns and monitors missions within delegated authority, coordinates changes to vessel tasking, and keeps a record of which commander has authority over each ship. During an emergency, it supports the duty officer in issuing urgent instructions under established standing orders. Squadron commanders and ship captains retain responsibility for the immediate conduct and safety of their vessels.
- Navigation and Traffic Control Section
- Coordinates naval movements with civilian and commercial traffic authorities, maintains navigational and route information, and advises on congestion, hazards, and safe separation. It controls UESN movements where authorized, without assuming general authority over civilian traffic.
- Intelligence and Security Section
- Collates external reporting and shipboard observations, evaluates reliability, prepares threat assessments, and handles the security of operational information.
- Strategic Planning Section
- Develops patrol schemes, contingency plans, deployment priorities, and longer-range assessments of the forces needed to meet the Navy’s obligations.
- Communications and Cryptography Section
- Maintains headquarters-to-ship communications procedures, authenticates traffic, administers codes and cryptographic material, and plans for degraded or interrupted communications.
