Department of Personnel and Integration (UESN)
The Department of Personnel and Integration is responsible for turning the United Earth Stellar Navy’s transferred personnel into a single service. It manages assignments, rotations, qualifications, advancement, and personnel records while coordinating national representation, language support, welfare, and discipline. Its most sensitive task is staffing former national warships without either losing the expertise needed to operate them or allowing them to remain national vessels under a new flag. In 2069, this involves integrating crews by department and watch section, retaining experienced personnel in technical posts as replacements qualified, and ensuring that command, engineering, and weapons custody were shared across national lines.

Offices
- Assignment and Rotation Office
- Assigns personnel to ships and shore establishments according to qualifications, operational needs, and treaty obligations. It coordinates transfers from national services into the UESN, plans reliefs for deployed crews, and manages rotations that gradually broaden each vessel’s multinational composition without stripping it of essential technical experience. The office tracks whether every commissioned ship meets the minimum two-nationality requirement and works with commanding officers to extend integration across departments and watch sections.
- National Representation Office
- Monitors how participating nations are represented throughout the UESN, particularly in command appointments and other politically sensitive positions. It works with national personnel representatives to verify the status of transferred members, resolve disputes over assignments, and ensure that no former national warship remains controlled in practice by its original service. It also checks that command, engineering, and weapons-custody functions meet the three-nationality requirement.
- Language and Cultural Integration Section
- Helps personnel from different national services work together under common procedures. It coordinates language instruction, multilingual reference aids, and orientation for newly assembled crews, with particular attention to navigation, operations, and other duties where misunderstandings carry immediate risks. It advises commanders on differences in terminology, customs, and working practices while encouraging a shared UESN service identity.
- Advancement and Qualification Board: Establishes common standards for promotion, specialist certification, and eligibility for shipboard appointments. It reviews qualifications earned in national services, identifies where additional UESN training is necessary, and oversees the progression of personnel into posts initially held by legacy specialists. Its decisions allow the fleet to diversify technical and command positions without treating national experience as either automatically sufficient or without value.
- Welfare, Family, and Casualty Affairs Section: Supports UESN personnel and their families through the practical difficulties of service in a multinational fleet. It coordinates welfare referrals, family communications, and assistance during transfers or prolonged deployments, working with national representatives when benefits and obligations differ between member states. In cases of injury, death, or disappearance, it ensures that casualty notifications and support reach families through the appropriate UESN and national channels.
- Conduct and Discipline Office
- Administers service-wide standards of conduct and advises commanders on disciplinary matters. It works with legal specialists and national representatives where transferred personnel remain subject to differing laws or treaty provisions, helping ensure that cases receive consistent treatment and proper jurisdictional review. The office also addresses misconduct that undermines crew cohesion, including abuses of authority or discrimination based on national origin.
