Defense Command
Summary
In 2161, the new Starfleet was organized around the specialization and available assets of its founding members. As Andor's martial culture was considered to be the strongest of the new United Federation of Planets, it was decided it would devote it's space assets to developing the role of defense for the state. While all founding members would continue to operate intra-system guard forces, the Andorian Imperial Guard (AIG) split off it's larger assets into the Andorian Guard, providing the necessary firepower to protect Federation citizens and property. This force constituted the new Starfleet Defense Command.
The remaining combat assets of the Imperial Guard were assigned to defend Andor and it's affiliated colonies under the original full name. Despite not being the most senior officer of the AIG, Commander Thy'lek Shran was honored by being commissioned as a Starfleet admiral and named Chief of Staff for Defense, where he served as one of the initial five Joint Chiefs of Staff. The commanding general of the AIG retained the role as chief defender of Andor.
The Chief of Staff for Defense is a PC and directly communicates with the commanding officers of the ships assigned to Defense Command. The Deputy Chief of Staff for Defense is a named NPC. In 2208, upon Starfleet's re-organization, the positions are reconstituted with new roles and titles.
