The Office of the Judge Advocate / Registry serves as the United Earth Stellar Navy’s central authority for legal counsel and official vessel records. It advises the [[United Earth Stellar Navy Commandant|Commandant] and naval commands on the lawful exercise of authority, reviews disciplinary and administrative proceedings, and maintains the registry of naval spacecraft, including their names, designations, and service status. By keeping legal decisions and vessel identities in a single, authoritative record, the office gives commanders a reliable basis for action and helps prevent disputes over jurisdiction, ownership, and command responsibility.

Offices

Military Justice Division
Administers the Navy’s system of discipline and military justice. It advises commanders on the proper use of disciplinary authority, supports the preparation and conduct of proceedings, and ensures that case records remain complete and available for review. Its branches separate command advice, prosecution, defense, judicial administration, and appellate review so that each function operates within a defined responsibility.
Command Advice and Discipline Branch
Advises commanders on alleged misconduct, available disciplinary measures, and the procedures that govern their use. It reviews proposed actions for consistency with Navy regulations, helps commands document their decisions, and identifies matters that require referral to formal proceedings. The branch supports command authority while ensuring that personnel receive the process required by naval law.
Trial Counsel Branch
Represents the Navy in military justice proceedings. It reviews evidence, prepares charges and case materials, advises investigators on legal requirements, and presents cases before the appropriate tribunal. The branch coordinates with commands and judicial administrators while retaining responsibility for the legal preparation and presentation of each case.
Defense Counsel Branch
Provides independent legal representation to personnel facing charges or other covered disciplinary proceedings. Its counsel advise clients on their rights and available options, examine the evidence against them, and present their defense before the appropriate authority. The branch operates separately from trial counsel and command advisers in the representation of its clients.
Judicial Administration Branch
Manages the administrative work required to conduct military justice proceedings. It coordinates hearing schedules, maintains case dockets, records rulings and proceedings, and assembles the official record of each case. The branch supports the orderly operation of the tribunal without directing its findings or decisions.
Appeals and Review Branch
Coordinates the review of completed military justice cases. It examines records for procedural completeness, tracks matters submitted for further review, and maintains the documentation required for appeals and final disposition. The branch provides reviewing authorities with an organized record while preserving the decisions and filings that establish a case’s outcome.
General and Operational Law Division
Advises Navy leadership and subordinate commands on the legal authorities that govern administration and operations. It reviews proposed orders, regulations, and operational measures; identifies legal constraints; and assists commands in applying established policy to specific circumstances. The division provides legal advice but leaves operational decisions with the commanders who hold that authority.
Vessel and Command Registry Division
Maintains the official record of Navy vessels and commands. It records vessel names, designations, commissions, transfers, and changes of status, together with the establishment, redesignation, and disestablishment of commands. Its registry entries provide an authoritative administrative record, distinct from a vessel’s operational logs or a command’s day-to-day files.
Legal Records and Publications Division
Preserves and distributes the Office’s official legal materials. It maintains controlled records of legal opinions, directives, and governing instruments; tracks revisions; and makes current versions available to authorized commands and counsel. By retaining superseded versions and documenting changes, the division supports consistent application of Navy law and policy over time.
