Department of Treaty Affairs and Inspectorate (UESN)
The Department of Treaty Affairs and Inspectorate ensures that the United Earth Stellar Navy operates within the terms of the United Earth Defense Pact. Headed by a captain and staffed by inspectors, legal advisers, weapons-verification specialists, liaison officers, and audit clerks, it maintains vessel-transfer and registry records, verifies weapons custody and multinational crewing, and audits deployments and required reports. Its inspectors exercise the Pact’s inspection rights and may demand crew manifests, halt a noncompliant deployment, impound a weapon system, or refer a commander for investigation. By identifying treaty evasion and unauthorized national rearmament, the department preserves the legitimacy of the shared force even when its findings bring it into conflict with operational commanders.

Offices
- Vessel Transfer and Registry Section
- Records the transfer of spacecraft into and out of UESN control and maintains the authoritative register of vessels assigned to the shared force. It verifies each vessel’s ownership, legal status, assigned command, and applicable treaty restrictions, ensuring that no participating nation retains unreported control over a transferred ship.
- Weapons Custody Inspection Section
- Verifies the location, condition, and authorized control of weapons held by the UESN. Its inspectors examine custody records, conduct physical inspections, and investigate discrepancies between declared inventories and actual holdings. When a weapon system violates treaty requirements, the section may impound it pending review.
- National Liaison Office
- Serves as the department’s point of contact with participating national governments and their designated representatives. It communicates treaty obligations, coordinates access for inspections, and addresses questions concerning vessel transfers, crew assignments, and national contributions. It also records formal objections and ensures that disputes reach the appropriate UESN authorities.
- Compliance Audit and Reporting Section
- Reviews UESN records and activities for adherence to treaty requirements, including multinational crewing, deployment restrictions, inspection access, and reporting deadlines. It prepares required compliance reports, identifies patterns of noncompliance, and recommends corrective action. Its findings provide the documentary basis for decisions that affect the force’s treaty standing.
- Investigation and Special Inspection Team
- Examines suspected treaty violations that routine audits or scheduled inspections cannot resolve. It may demand crew manifests and operational records, conduct targeted inspections, and investigate concealed weapons, unauthorized deployments, or covert national rearmament. When evidence warrants immediate action, it may halt a deployment or refer a commander for formal investigation.
The Director of Treaty Affairs and Inspectorate, United Earth Stellar Navy, is a named PC and a post-command captain.
