This Rules page will detail how personnel (in general numbers and specific characters) are handled in SFC.

Space/Shore Rotation

Other than named PCs and NPCs, personnel are not tracked between assignments and other than (possible) transport lines to represent assets being dedicated to moving personnel between assignments and locations, no allowance is made to ensure personnel are transported from locations of recruitment to training centers to assignments..

However, it has been decided via rough research on how the United States Navy allocates people to ships versus what is generically referred to as 'support activities', there is a 70:30 ratio between personnel assigned to planets, stations and the like to the personnel assigned to ships. In other words, for every 30 people assigned to a starship, 70 are assigned to non-ship assignments. Therefore, as the personnel requirements for ships will be known, the remaining personnel needed elsewhere in Starfleet (and other similar preceding agencies) can be determined.

Note: as space stations are developed and manned, and as their crew numbers will be known, those numbers will come from the pool of 70%.
