This Rules page will detail how personnel (in general numbers and specific characters) are handled in SFC.

Attrition

A healthy corporation looses no more than 15% of its personnel on an annual basis. SFC will start tracking this at the end of the year 2069, when the UESN is formed. Rules shall be developed that allow it to ebb and flow on both sides of this 15% baseline, with the greatest amount during years of major change (such as the formation of the UESN, UESF and UFPSF). The Reserves, too, shall experience attrition (at similar rates), though it will also benefit from the attrition of the major agency.

Attrition represents more than just personnel departing the service, but also those that died of non-service related causes.

Reserves

A Reserves organization will be established either in 2069 or later. However, once the UESN (or succeeding 'major' agency of SFC ) starts experiencing attrition (see above), an established number of those attritees will depart the service but continue on in the Reserves. Instead of tracking each member planet's percentage of reservists, each Sector Capital will have an overall percentage of the reservists, based upon several factors (such as number of Major and Minor Industrial Worlds within that sector). A 'census' of planets may have to be completed on a semi-regular (maybe every decade?) in order to recompute the numbers of reservists in each sector.

Reserve ships, those older classes of ships that have not been completely decommissioned but still have numbers operational, will be stationed at these sector capitals. The upkeep costs for a Reserve ship will be the same as for an active ship, but the three skill levels will not increase, unless the ship is actively engaged in an event, and in that case, only the ship's captain will be eligible for the increase (as the ship's crew is presumed to be too much in flux to benefit from Event skill gains). Ship captains will be 'active force' and not reservists, and are therefore eligible for re-assignment and promotion.

Reserve numbers (on a sector capital) do not reflect or relate to the number of assigned Reserve ships. Also, overall Reserve numbers will attrite on a regular basis, too, though maybe every time a planetary 'census' is conducted, rather than annually.

Space/Shore Rotation

Other than named PCs and NPCs, personnel are not tracked between assignments and other than (possible) transport lines to represent assets being dedicated to moving personnel between assignments and locations, no allowance is made to ensure personnel are transported from locations of recruitment to training centers to assignments.

However, it has been decided via rough research on how the United States Navy allocates people to ships versus what is generically referred to as 'support activities', there is a 70:30 ratio between personnel assigned to planets, stations and the like to the personnel assigned to ships. In other words, for every 30 people assigned to a starship, 70 are assigned to non-ship assignments. Therefore, as the personnel requirements for ships will be known, the remaining personnel needed elsewhere in Starfleet (and other similar preceding agencies) can be determined.

Note: as space stations are developed and manned, and as their crew numbers will be known, those numbers will come from the pool of 70%. This serves the purpose of 'transferring' some of that 70% shore personnel to conduct their support work on the stations themselves.
