The Vice Commander, Starfleet is the second most senior officer assigned to serve in the Department of Starfleet. The Vice Commander assumes some of the duties of the Commander, Starfleet, when assigned, and is an additional military adviser and deputy to the Secretary of Starfleet. An additional responsibility is that of chairing the Joint Chiefs of Staff. In the event the actual Commander is unavailable, the Vice Commander assumes his full responsibilities. The position of Vice Commander is not guaranteed to be the next slated Commander, as the President, with the Security Council's approval, may select any flag officer to assume the role.

The Vice Commander is an Admiral (or General, if originating from the SFMC), and is positionally senior to all other Admirals.

The Vice Commander of Starfleet is a PC. His primary responsibility is to make the final budgetary decisions and mirror the Commander, in preparation for assuming those duties.
