In 2161, upon the establishment of the United Federation of Planets and the foundation of the combined Starfleet, the five original members agreed to merge assets of their individual space fleets into one unified organization. Because of the extreme disparity between the five forces and their joint operational history limited to the just-completed Romulan War, it was agreed upon to have each force take over an aspect of the new Starfleet's role in the Federation until complete integration was feasible.

This first iteration of Starfleet Command was overseen by the Federation Defense Commissioner, a civilian. The contributed assets of each founding member were managed by the senior designated officer from that nation's space fleet, designated as the Chief of Staff for that branch. Collectively, each of the chiefs was part of the Joint Chiefs of Staff, reporting to the commissioner.

In 2208, Starfleet was determined to be capable of greater integration and, further, it was recognized that individuals from species outside of the lead nation (of any particular branch) were already serving in cross-species roles, fully capable of taking greater leadership responsibilities within those branches. Starfleet began re-organization into its modern form. The Defense Commissioner was re-titled as the Secretary of Starfleet and the Joint Chiefs' responsibilities were re-organized and their numbers increased, under the oversight of the (new) Commander, Starfleet.

Note

  • This early version of the UFP Starfleet is not mentioned (as of this time) in Timo's Guide. Therefore, as the Guide develops the early Starfleet, this organization may have to adapt to that source. The concept of five branches of Starfleet, each overseen by a senior naval officer from one of the founding states, comes from the Star Trek: Enterprise novel, "Uncertain Logic", as indicated on this Memory Beta article.
  • The year 2208 was randomly selected as the point of reorganization to the modern Starfleet. It was based on the significant foundational changes the UFP undertook in the 2180s and 2190s, with Starfleet reconsidering both its own mission & development and it's subordinate relationship to the Federation.
