StarLab One came about due to diplomatic efforts to reduce Cold War-era tensions through shared scientific endeavors. The recent end of the US Skylab mission, coupled with the Russian intent to create a competing orbital station, provided the means to marry similar efforts.
Negotiations and designs began in 1978, with the launch of the initial components (from both Baikonur Cosmodrome and Kennedy Space Center) in 1981. The first manned mission--and operational use--of StarLab One began early in 1982. The costs of the station were equally shared between the two nations.
