Russia

Following the dissolution of the Soviet Union, Russia pared down its investment in space and space technologies, attributing the USSR's downfall largely due to its competition with the more successful United States of America. By 1988, it could only lay claim to less than 50% of the equivalent capacity and it realized, without proper organization, it would loose that much hold, as well as access to other resources & technologies.

In 1996, Russia shocked the world's greater nations when it formed the Eurasian Confederation (EC), quickly accessing 60% more resources and becoming, once again, a dominant space-faring nation. Though it would never again become a super nation, it would be a controlling force when the EC formed the Eastern Coalition in 2031. By 2055, Russia had been subsumed by the larger alliance.
