The United Earth Stellar Navy’s Department of Operations and Intelligence is the operational staff of United Earth Space Central. It maintains a continuous picture of activity in and around Sol, prepares naval plans, and enables the [[United Earth Stellar Navy Commandant |Commandant]] to direct the Navy’s vessels. The department is a headquarters for command, coordination, and assessment. Its officers assemble reports from national governments, civil space agencies, commercial traffic-control bodies, ship commanders, and treaty inspection teams, then identify what those reports establish, where they disagree, and what remains unknown. This arrangement gives the Navy broad access to information without requiring it to build every collection capability itself, but leaves it dependent on sources whose priorities, methods, and reporting it does not fully control.
