Symbol of the United Earth Defense Pact

The United Earth Defense Pact (UEDP) emerged from a 2069 decision by the New United Nations (NUN) to place “Earth’s ascendancy and safety ahead of national goals.” It was one of the NUN’s few consequential acts during its second incarnation. Established in connection with the Sparon–DeSoto Treaty, the UEDP became the central authority responsible for coordinating, administering, and controlling Earth’s various armed forces.

When the NUN failed to reconvene in 2079, the UEDP evolved into a de facto world government. Its transformation was driven less by formal constitutional authority than by the influence, competence, and determination of its international leadership—senior civilian officials and military officers who regarded planetary defense and postwar recovery as inseparable responsibilities.

Although these leaders formally remained accountable to their respective national governments, they often cultivated the impression that their own nations wielded disproportionate influence within the Pact. This political maneuvering secured the concessions, funding, and domestic support needed to pursue UEDP priorities. In practice, the organization assumed responsibility not only for defending Earth, but also for guiding its reconstruction and recovery, aided by Vulcan assistance.

Until they were effectively superseded by the formation of the United Earth government in 2130, they served as Earth’s official representatives to all interplanetary visitors. Given the absence of oversight during their tenure, Earth was fortunate that they never developed ulterior motives.

Mission Statement

The United Earth Defense Pact (UEDP) is tasked with six missions: the military defense of the Sol system, interplanetary law enforcement, orbital security, search and rescue, navigational assistance and customs enforcement.

Agencies

  • United Earth Defense Force (UEDF): In the latter part of the 2070s, this organization stood up as member nations disarmed their own national militias, in accordance with the Sparon-DeSoto treaty. The Defense Force consisted of a hodge-podge of infantry, military police, armor and associated support units, primarily as a means to protect Earth's citizens and infrastructure from internal unrest, but by intent to protect the planet from alien threats. In 2088, the special forces unit Military Assault Command Operations (also known as MACO) was formed.[1]
In the Guide article Liberty, it is stated that national militias began to disarm in the latter portion of the 2070s, per the Sparon-DeSoto treaty. As a United Earth Space Fleet was created to fill a role, it seemed natural that a similar organization would form from the remnants of those militias.
  • United Earth Space Probe Agency (2067-23rd c.): Formed from the ISA, coordinated, administered and conducted exploration and scientific research in space; the UEDP took control after the collapse of the NUN.
The existence of a United Earth Stellar Navy is not supported by any source (though the United Earth Space Central is), but stands to reason when confronted with the need for such an organization under the contested United Earth Defense Pact umbrella.
