Starbase Operations operates and administrates Starfleet's orbital and deep-space space stations (known colloquially as 'starbases', even if not titled as such). (Starbases located on planets are controlled by the Corps of Engineers' Division of Facilities.) As space stations serve different functions, it was decided to divide the Department of Starbases into divisions charged with operating certain missions areas (much as starships are categorized into mission classes).
