Starship Operations has the responsibility of maintaining and overseeing all active line starships within Star Fleet. All sector squadrons (and later, fleets) report to Star Fleet through Operations. The commander has two departments that answer to him:
The commander of Starship Operations is a Rear Admiral.
- Department of Sector Squadrons (Echelon IV): Each sector under (full or partial) control of the United Federation of Planets will generally have a Star Fleet presence, usually manifested as a flag officer from Starship Operations. While the senior officer present in the sector might be a vice admiral overseeing a border squadron, it will usually be either a commodore or rear admiral providing direct leadership to the squadron of ships assigned to that specific sector. While Star Fleet Command may require certain vessels to operate on a given assignment, the actual assignment will come from this flag officer.
- Department of Type Commanders: Following a successful first tour as a commanding officer, certain promising captains will be assigned the brevet rank of "fleet captain". With this title, comes the responsibility of type commander (or TYCOM), the senior representative of all active ships of a certain class. The TYCOM is tasked with scheduling all repairs and upgrades "their" ships require to remain relevant, as well as ensure they receive the supplies the ships will need. TYCOM does all this by liaising not only with Star Fleet Engineering and Star Fleet resources, but also the impacted sector commanders and what ever other component of Star Fleet will have an impact upon his class. While a TYCOM may finish this tour and return to another starship command (usually of greater importance than his first tour), his experience will often put him on the fast track to flag grade.
All sector commanders (commodores, rear admirals and vice admirals) are PCs. All type commanders are PCs.
