Star Fleet Intelligence
Star Fleet Intelligence is responsible for acquiring all aspects of information necessary to equip Star Fleet with the knowledge it needs to fully and appropriately prepare for the challenges other nations may present to the Federation. This includes not only operatives that work covertly and officers that work overtly, but also starships (and other assets) that acquire data by both means. (The starships are crewed by personnel from Star Fleet Support Operations, directly assisted by officers from Intelligence.)
