Overview

Star Fleet is an immense organization, made up of hundreds of thousands of personnel, all from varying species, planets and cultures and all with their own training and experiential backgrounds. Star Fleet Manpower ensures that all Star Fleet operations, vessels, starbases and agencies receive adequate and trained staffing. It oversees the education and training of all Star Fleet personnel, from enlisted technicians to officer candidates and midshipman to highly experienced senior officers. It assigns new ensigns to their respective first tours of duty upon graduation and receives for action personnel requests, such as transfers or additional education and training. The Chief of Manpower is also charged with overseeing the promotion boards that enable Star Fleet's "up or out" doctrine to work successfully.

The Chief of Manpower is an Admiral, while the Deputy Chief of Manpower is a Vice Admiral.

Descriptions

  • The Office of Education and Training is commanded by a Vice Admiral, who has direct oversight of the four training commands (Academy, Recruit, Marine and Technical Services), the Advanced Programs Command, and the Department of Certifications.
    • Star Fleet Academy is commanded by the Superintendent, a senior and respected Vice Admiral who plans to retire following the assignment. The main campus of Star Fleet Academy is located on Earth, from where the Superintendent directly guides the curriculum of all the campuses. Presently, no annexes exist elsewhere, but there are plans to establish at least one on another founding world, as well as more distant but large worlds. Annex Superintendents, also generally last-tour Vice Admirals, report directly to the Academy Superintendent.
      • Starfleet Academy Annex xxx was established in xxxx, and has a 600/year student (2,400 total) capacity.
    • Recruit Training Command, headed by a Rear Admiral, oversees the Federation-wide series of Recruit Training Stations that are the entry point for enlisted personnel into Star Fleet. The initial military-format training conducted at these various stations is developed and modified by the training experts of the RTC.
      • Recruit Training Stations are commanded by Captains and are located on planets located around the Federation in order to meet the crew requirements of Star Fleet's starships and facilities. They can each process up to 2,400 personnel a year through the 4 three-month long basic training sessions, though fleet manpower requirements may dictate lower numbers. (Fleet recruits then attend a Technical Services Academy for follow-on nine months of training.)
    • Marine Training Command, headed by a Major General, oversees the Federation-wide series of Marine Training Camps that are the entry point for enlisted personnel into Star Fleet Marine Corps. The initial military-format training conducted at these various camps is developed and modified by the training experts of the MTC.
      • Marine Training Camps are commanded by Colonels and are located on planets located around the Federation in order to meet the Marine requirements of the Star Fleet Marine Corps. They can each process up to 2,400 personnel a year through the year-long basic/advanced training session, though corps manpower requirements may dictate lower numbers.
    • The Advanced Programs Command is an umbrella organization for the various training programs, schools, and institutes that are offered to Star Fleet officers in order to further their technical, operational, and leadership capabilities, and their careers. The command is overseen by a Rear Admiral (who also directly oversees the subordinate Advanced Command School).
      • Advanced Command School: Commanded by the Commander, Starfleet Advanced Programs Command (above), this school is the 3-month long indoctrination course for admiral selectees (i.e., rear admirals).
      • The Advanced Research Engineering School, commanded by a Captain, is the 6-month long training program for engineering department head candidates.
      • The Advanced Tactical Training Program, commanded by a Captain, is a 6-month long training program for security and command track personnel.
      • The Command School, commanded by a Captain, has two command program tracks, one for commanding officer selectees (a 9-month long program) and one for executive officer selectees (at 6 months).
      • The Department Head Training School, commanded by a Captain, is a 6-month long training program for non-engineering department head candidates.
      • The Diplomatic & Exocultural Relations Program, commanded by a Captain, is a 3-month long training program on diplomacy for command track personnel,
      • The Legal Academy, commanded by a Captain, is a 2-year long program to confer legal degrees upon graduates, with a particular focus on the Star Fleet Code of Military Justice (SCMJ).
      • The Medical Academy, commanded by a Captain, is a 4-year long program to train medical personnel in the medical arts. While some candidates do apply from the Star Fleet Academy, that course is not required for those seeking to become Star Fleet doctors.
      • Officer Candidate School, commanded by a Captain, is the method by which enlisted personnel can train to become Star Fleet officers. The program takes 2 years to complete.
      • The Science Institute, commanded by a Captain, is the premier organization (though not the sole) for a Star Fleet officer to acquire an advanced scientific degree. It admits non-Star Fleet students, also, into its 2-year programs.
    • The Technical Services Academy, commanded by a Rear Admiral, develops the highly-technical curriculum required to ensure Star Fleet's enlisted members have the skills to successfully crew the starships and facilities Federation-wide. Following graduation from a Recruit Training Station, a Fleet Recruit will attend the nine-month training program assigned at a Technical Services Campus, which is usually co-located to the station. From that point, the service member is promoted to Crewman Second Class and assigned to their first tour.
      • The Technical Services Campus xxx, commanded by a Captain, was established in xxxx, and graduates 2,400 students a year (at 1,800 students at a time) over its various nine-month long courses.
    • The Department of Certifications, commanded by a Rear Admiral, conducts oversight/requirements for various certified positions, such as bridge officer, transporter operations, shuttlecraft operations, etc.
      • Manpower Training Groups (MTG): stationed at shipyards (or appropriate & nearby facilities) and led by a Fleet Captain (pre-2354; post-tour Captain after 2253); hosts a pre-commissioning crew's Command Cadre, to which it provides POTS I training.
  • The Office of Advancement, commanded by a Vice Admiral, is directly responsible for overseeing, monitoring, and administering all promotion decisions, requirements, and issues.
    • The Department of the Admiralty, commanded by a Rear Admiral, handles assignments and advancement selection recommendations (to the Chief of Manpower) to the flag ranks.
    • The Department of Progressions, commanded by a Rear Admiral, oversees the procedures that guide the promotion panels for Star Fleet officers and enlisted service members.
      • The Branch of Commissioned Promotions Panels
      • The Branch of Enlisted Promotions Panels, commanded by a Rear Admiral, convenes and oversees the promotion panels for Star Fleet enlisted.
  • Office of Assignments: The OoA, commanded by a Vice Admiral, oversees the three departments responsible for linking Star Fleet's personnel (both uniformed and civilian) with the billets for which they are best suited. All transfer requests are handled by the appropriate department with due diligence and the intent to put the best person in to the job that would most benefit from having that person. Despite the low prioritization perspective an observer might have of this office, the need to fill critical openings in an urgent manner often requires round-the-clock responders. The departments are all commanded by Rear Admirals.
    • Department of Civilian Assignments
    • Department of Commissioned Assignments
    • Department of Enlisted Assignments
  • The Office of Recruitment, commanded by a Vice Admiral, handles the public relations programs utilized to keep Star Fleet manned with the quality people it needs. Each of the three types of personnel (civilian, officer, enlisted) needed require related but varied methods of enticement, as well as customized programs to deliver the particular types of people and skills needed in any particular region or period of time. The departments are all commanded by Rear Admirals.
    • Department of Civilian Recruitment
    • Department of Officer Recruitment
    • Department of Enlisted Recruitment
