The Commander, Starfleet is the most senior officer assigned to serve in the Department of Starfleet. The office is a military adviser and deputy to the Secretary of Starfleet. In a separate capacity, the Commander is a military adviser to the Security Council (a committee of the Federation Council), the Secretary of Starfleet and the President. The Commander reports directly to the Secretary of Starfleet for the command, utilization of resources, and operating efficiency of the operating forces of the fleet and of the planetary, orbital and deep-space activities assigned by the Secretary. He is also the top uniformed commander over Starfleet Marine Corps personnel and activities.

The Commander, Starfleet is a PC and the only Fleet Admiral within Starfleet. (He may also originate -rarely- from the SFMC.)
