• I've determined that the Tellarites built 30 of them just prior & during the Romulan War and provided 8 to the UFP Star Fleet, in the standard NCC range.

• Originates in the Star Trek: Fleet Command mobile game, where it is known as Phindra. The DD-verse is sticking with Memory Beta's misspelling of the class name (only because it has been incorporated into the wiki, by the point of realization).

• Also, would suggest replacing the green glowing bow apparatus with open weapons/sensor clusters, as per the associated image.
