The Chief of Staff for the Commander, Star Fleet is the gatekeeper to the highest uniformed person within Star Fleet. While he has no seniority over the chiefs (nor commandant and surgeon general), he does have positional authority for access to the Commander. The Chief of Staff generally works behind the scenes to solve problems, mediate disputes, and deal with issues before they are brought to the Commander. He (or she) also acts as a sounding board for ideas being prepared for presentation to the Commander and develops the schedules for him.

The Chief of Staff is typically a senior Captain, possibly being groomed for flag rank. (The Vice Commander, Star Fleet also has a chief of staff, but this person is either a Star Fleet civilian bureaucrat or a Star Fleet officer of commander rank.)

While the character is named, the Chief of Staff is not a PC.
