Undersecretary of Research & Development
The Undersecretary of Research & Development for Starfleet is the senior civilian official for ensuring Starfleet receives the proper funding, assets and personnel necessary to conduct operations in the fields of scientific research and technological development. While the Support Operations and Research components report directly to the Commander, Starfleet, their chiefs work closely with the Undersecretary's office.
The Undersecretary of Research & Development is not a PC.
