The Chief of Staff for the Commander, Starfleet is the gatekeeper to the highest uniformed person within Starfleet. While he has no seniority over the chiefs (and commandant and surgeon general), he does have positional authority for access to the Commander. The Chief of Staff generally works behind the scenes to solve problems, mediate disputes, and deal with issues before they are brought to the Commander. He (or she) also acts as a sounding board for ideas being prepared for presentation to the Commander and develops the schedules for him.
