The Commander, Starfleet is the most senior officer assigned to serve in the Department of Starfleet. The office is a military adviser and deputy to the Secretary of Starfleet. Commander is the only Fleet Admiral within Starfleet. (He may also originate -rarely- from the SFMC.)
The Commander of Starfleet is a PC. The player, along with the gamemasters, assigns missions to the respective Joint Chiefs.
