The Earth Cargo Authority was a government body on Earth that regulated the Earth Cargo Service from the period shortly after First Contact (2082, specifically) until the formation of the United Federation of Planets in 2161. It was a department of the United Earth Defense Pact.[1]

Its mission was to regulate commercial Earth ships traveling to other species' planets for the purpose of trade. The intent was to ensure that positive relations would develop, while at the same time bringing back the technologies and resources felt necessary to develop Earth's own interstellar program, one limited by the Vulcan stewardship of the Sol system.
