Cutters are small vessels, fitting in between the runabout and corvette designations and can be built in any style (single- or multi-hulled, single and multiple nacelles or internal coils, etc.) preferred for the locale. The generally operate with civilian authorities or local navies (the term for fleets under control of species or large homeworlds) and rarely travel too far out of their respective systems. They operate as code and law enforcement vessels, as well as rescue craft and generally are the first responders on-scene of incidents that take place within a member system (oftentimes well before Starfleet). In wartime, they will operate with any defensive vessels Starfleet assigns to the system, though usually from close orbit (as a last line of defense). As torpedoes are seen as offensive weaponry primarily, most cutters are only equipped with a standard or light number of phasers.
