Originates in the Star Trek: Fleet Command mobile game, where it is known as Phindra. The DD-verse is sticking with Memory Beta's misspelling of the class name (only because it has been incorporated into the wiki, by the point of realization).

I've determined that the Tellarites built 30 of them just prior & during the Romulan War and provided 8 to the UFP Star Fleet, in the standard NCC range. (The lead ship was not transferred.)
