First Fleet is a support fleet, tasked with providing starships for training purposes, and is overseen by the staff of the Star Fleet Academy's commandant. The vessels are not considered part of the active operations of Star Fleet, but the assigned officers and crews are on active duty, tasked with providing education and training.
It was formed in 2357, from vessels already performing in that role.
