The Undersecretary of Manpower & Resources for Star Fleet is the senior civilian official for ensuring Star Fleet receives the proper support for it's primary missions (exploration, defense and interstellar law enforcement) by providing and legislatively protecting the personnel and technological support to accomplish those missions.
