Administrators (also known as sysops or admins) on the Starfleet Command site are users with the technical capability to protect and delete pages, and block users, as is much the same on many other MediaWiki-run projects, particularly those run by the Wikimedia Foundation.
By and large, a user can become an admin following a simple request to one of the site bureaucrats, and there are no set "prerequisites", as such, to becoming one.
