			A healthy corporation looses no more than '''15%''' of its personnel on an annual basis. SFC will start tracking this at the end of the year [[2069]], when the [[UESN]] is formed. Rules shall be developed that allow it to ebb and flow on both sides of this 15% baseline, with the greatest amount during years of major change (such as the formation of the UESN, [[UESF]] and [[UFPSF]]). The Reserves, too, shall experience attrition (at similar rates), though it will also benefit from the attrition of the major agency.

			Attrition represents more than just personnel departing the service, but also those that died of non-service related causes.
