The Botchok Planetary Congress (BPC) is the official legislature and governing body of the Orion Colonies and the Orion Colonial Association. Headquartered on Rigel VIII, it serves as the formal political face of Orion space in interstellar diplomacy, though its actual authority is frequently undermined by internal power dynamics.

Political Reality and Facade
Despite its status as a sovereign government, the BPC is widely regarded by historians and contemporary observers as a legal facade for the Orion Syndicate and various powerful mercantile guilds. Most Orion citizens historically viewed the Congress with indifference or as a "joke," primarily serving as a mechanism for elite families to secure bribes and political sinecures. By the mid-23rd century, actual diplomatic negotiations within Orion space were often conducted by foreign powers directly with the Syndicate and Guilds, frequently bypassing the BPC’s diplomatic stations entirely.

Historical Incidents
* The "Year of the Pooh-Bah": This period refers to a series of farcical attempted reforms within the BPC that resulted in the creation of increasingly convoluted and redundant political positions, such as the "Minister for Simplifying Government". The era's name stemmed from a joke by a Federation ambassador regarding the possible nomination of a "Pooh-Bah," which the Congress took seriously enough to form a research commission for the position.
* The Botchtok Whigs: This term was coined by Federation Ambassador H.W. Rogers to describe a liberal, progressive faction within Orion high society and the BPC. This group, which included prominent merchants like N'gairrez, advocated for egalitarianism, minority protections, and the total abolition of the Orion slave trade.
* S.T.A.R. Treaty: The BPC was one of the early signatories of the foundational Stellar Travel Accepted Rights (S.T.A.R.) Treaty in 2225, establishing unified interstellar law despite the Orion Union's traditional resistance to external regulation.

Internal Structure and Factions
The Congress is composed of various political parties, most notably the Bya and 'Tyruen parties. While Terran historians sometimes attempt to trace these party lineages back to the court factions of the 2nd Orion Empire in the 14th century, there is little evidence of a consistent ideological platform surviving into the modern era. The BPC also includes a cabinet—such as the "Suliban Cabinet" on the moon Ellec'vell—though these bodies often lacked the legitimacy to speak for their respective diasporas.

Relations with the Federation
The United Federation of Planets maintains a diplomatic mission to the BPC, though the relationship has historically been strained by the Congress’s inability or unwillingness to curb the criminal activities of the Syndicate and the slaving guilds. During the Klingon Cold War, the BPC remained a critical but dangerous center for espionage, trade, and "cowboy diplomacy," acting as a buffer between the two superpowers.
